HERT
bombing from the streets of Philadelphia and NYC in the 70's has become Banksy being up for an Academy Award
urban art/expression has definitely developed
"HERT, as you might know, is a local graffiti kid named Ian De Beer. Last year, he was apprehended and arrested. He was sentenced to 1 to 3 years in Secure Correctional Institution Camp Hill, roughly $46,000 in fines, and 5 years probation."
